Priority will be given to economically-disadvantaged communities and current
Drug-Free Community Support Program (DFC) grantees, in this order:

1st Priority: DFC grantees from economically-disadvantaged communities
2nd Priority: DFC grantee
3rd Priority: Economically-disadvantaged communities

While priority will be given to these groups, every effort will be made to place coalitions that apply.
